Sigil of battle has a 10s cooldown (source), although it still requires verification. I didn't run the math on the 26% chance per second -> 1 stack/4 seconds, so I don't know if you accounted for the cooldown somewhere in there, but the 2s should be added to the result. Sounds like the sigil of battle might be better if your math for the weapon swapping is correct, but I believe that one also has a cooldown that you may or may not have neglected. The maximum stacks you'd be able to maintain would be to get a might stack as soon as the sigil is off its cooldown, and you'd maintain 10ish stacks with that might duration. That's about one stack every 6 seconds, which would allow you to maintain really only 3 stacks with your might duration of 19 seconds. In practice, you'd get a stack about every 12 attacks (8.333attacks + 2attacks/sec * 2 sec). This doesn't factor in the cooldown of the sigil, however. If the sigil didn't have any cooldown, a 12% chance to gain might would give you an average of 1 stack per 8.333 attacks, which is about every 4 attacks if you are hitting about twice per second. The percentages don't combine additively like that.
